Councillors have officially backed the £200 million project to develop the former Terry's factory site, which could create hotel jobs in York.
The vast plans include two hotels, a care home, business park and convenience store.
Planning officers recommended that the scheme should be approved in a report to the council's planning committee and 14 of the 16 councillors ultimately voted in favour of the development. On councillor abstained while one voted against the plans.
York-based developer Grantside is behind the development and says it could create 2,500 jobs.
The Terry's chocolate factory was closed in 2005 by Kraft, the American food giant behind the recent Cadbury's buy-out, after it decided to move jobs to Europe.
York Council leader Andrew Waller told the Yorkshire Post: "It is a tremendous boost for the economic future of the city, in terms of employment, housing and redevelopment."
Developers recently announced separate plans to build a new six-storey, 120-bedroom hotel in York and create 50 hotel jobs in North Yorkshire at the same time, reports the Press.
